Prepare sheet pan with parchment paper and spray.
Mix sweetener and oil together.
Add eggs, one at a time.
In separate bowl, mix together remaining dry ingredients. Set Aside.
Add coffee and milk.
Add remaining dry ingredients.
Add chocolate chips.
Pour batter into quarter sheet pan.
Warm up chocolate syrup if necessary and swirl into the batter.
Bake at 350 degrees F (180 C) for 13-15 minutes. Middle should not jiggle. Don't overbake.
Add all ingredients into sauce pan except vanilla extract.
Cook on medium low until almost at a boil.
Remove from stove. Stir in Vanilla.
Pour over warm brownies.
Don't make this topping until the brownies are done.
Serve at room temperature or warm.
